Hello all. Thank you Scott for that confirmation. Also, I was able to
walk the sighted person over the phone on pairing the display with the
iPad and Voice Over wasn't running. I was afraid that the VO options
would be dimmed out if VO wasn't running, but I'm glad to know that
wasn't the case. Also Scott, just as you said, once VO was activated via
the triple press of the Home button, the display and the iPad married
and lived happily ever after. That is, until they decide to null the
pairing once again.
So, thanks all for the discussion, and we can put this one to rest. It
saved me a 2 hour trip to do it myself. ,smile>.

Yes, you can pair the device without enabling VoiceOver. I had a
deaf-blind client in another state once who had to get their equipment
set up and I was able to talk a sighted hearing person through the
process without enabling VoiceOver. When VoiceOver was enabled, after
successfully pairing, the display behaved as it should.
