No, you cannot pair a braille display whilst VoiceOver is not running. Braille 
displays must be paired through the VoiceOver menu, which can only be accessed 
when VO is running. After a braille display is paired, you can see its status 
in the Bluetooth menu, and you can reconnect it in the Bluetooth menu, but it 
will only initially appear in the braille menu in the VoiceOver menu before it 
is initially paired.
