I did the following on my iPhone 5 and it worked. This does not mean it will 
work on the 5S, which I do not have.

Remove volume from the rotor.
Be somewhere where a two-finger flick up will cause VO to do a lot of reading.
Perform the two-finger flick up and, whilst VO is talking, press the volume 
down button until no sound is heard.
Now, do another two-finger flick up. Though it cannot be heard, VO will start 
reading the screen again, the same way, and at the same speed.
Press the volume up button rapidly until VO reaches its maximum volume.
>From this point, do not press the volume buttons when VO is speaking.
