You can turn off cellular data in Settings -> Cellular, but I don't know
if this will keep the phone from looking for a cellular connection entirely.

Clifton you need a sim card inserted at the time of activation. Once
activated you can remove the sim card and use the phone like an iPod
Touch. My iPhone 4 is set up this way now I upgraded to a 4s.
