I didn't see anything in Settings -> Phone that looked obvious. Turning on airplane mode and then turning on the services you want, like wifi and bluetooth, should work though.

Clifton you need a sim card inserted at the time of activation. Once
activated you can remove the sim card and use the phone like an iPod
Touch. My iPhone 4 is set up this way now I upgraded to a 4s.
