Melissa, Yes, you can set this by doing the following. This bug is present on iphone 5s as well. May I also suggest you call Apple Accessibility and report the problem. The more people that tell them the more likely they will fix this problem.
In the meantime, here's what you do to fix it: Go to Settings General scroll down to reset and tap on that reset all settings - note this will not earase any of your apps, music or other media content. What this will do is reset all settings such as wi-fi settings and VO settings (sadly) but it will also re-set the VO volume. Now Go to the VO setting and rotor and take Volume out of the rotor so you don't accedently get it stuck again. Hope this helps, let me know if you have any questions.
