Descriptions of *some* content over *some* transmission mediums is indeed 
required, as I understand it. I think the question is about where the source 
material comes from. For instance, some argue that the Movie Vault on 
www.blindmicemegamall.com is illegal because it offers downloads of audio-only 
described movies and TV shows. Others argue that www.blindy.tv is illegal 
because it re-transmits, though does not let you download, described content 
and no one knows where that comes from.

This website does seem quite vague, i must admit. Is their material sourced 
from movie and TV producers? Obtained legally some other way? illegal? What 
exactly are their service plans? What do they offer for content? Pricing? 
Availability? I'm intrigued, but it would be good to have a lot more 
information first.
