There are two other possibilities. First, go to settings, general, VoiceOver, rotor, and make sure characters is selected. If it is not, that is your problem, and double-tapping it will change its status to selected.
Second, If the iOS device has not been turned off and then on again for a while, this could be the problem. Press and hold the power button for a few seconds until the iOS device says power-off button. Double-tap to have the iDevice shut down. Wait about 30 seconds. Press and hold the power button for two to three seconds. Wait between half a minute and a minute for the iDevice to boot up. Note: if plugged into mains, the iDevice will vibrate during part of the boot-up process.
