I had this same problem, and the only way I got it fixed was to get another
iPhone 5. Pretty sure there's a bad batch out there with hardware problems.

There are two other possibilities.
First, go to settings, general, VoiceOver, rotor, and make sure characters
is selected. If it is not, that is your problem, and double-tapping it will
change its status to selected.
Second, If the iOS device has not been turned off and then on again for a
while, this could be the problem. Press and hold the power button for a few
seconds until the iOS device says power-off button. Double-tap to have the
iDevice shut down. Wait about 30 seconds. Press and hold the power button
for two to three seconds. Wait between half a minute and a minute for the
iDevice to boot up. Note: if plugged into mains, the iDevice will vibrate
during part of the boot-up process.

passing right by the Characters option?
This has happened to me from time to time; I simply just do the rotor
gesture a bit more slowly and not quite so intensely, then often as not
the option I'm looking for appears.

I discovered last night that Characters are not showing up in the Rotor.
I can seeVolume, Handwriting, lower case, Containers, Language, Words,
and, speech rate. but no Characters. so cannot read a message by
Characters if needed.
Any idea's on how I restore the Characters heading/option?.
