You may have to move something out of the dock to make room for another app. Use the pass-through gesture, the Double-Tap and hold, until you hear the tones and VoiceOver should say something like moving xxx app. Slide your finger where you want the app and lift. If it won't go into the dock, then double-tap and hold on an app in the dock and slide it up onto the page. If that page is already full, move to a page where there is room and move the one out of the dock.
Then slide the other app into the dock. Then, if the app you moved out of the dock is one you want on the page where the app that is now in the dock was located, you can slide it to that page.
