Ray, If you are not able to do the Control Center gesture from the status bar, the other ways I know of involve either using a Bluetooth keyboard or Braille display. If you don't have either of these, I don't know of another way to get to the Control Center other than the 3 finger swipe up after touching the status bar. It does appear that the settings/control center item does not yield anything useful; sorry about that. Perhaps someone has another idea. Perhaps you could open it with Siri.
