Hello.  I have the free tornado app from the American Red Cross.  When we had a 
tornado a month ago, my phone was sitting on its charger with all apps closed.  
The thunder was rumbling outside.  I could hear it started to rain.

All of a sudden a loud siren sounded followed by a voice saying, "tornado 
warning".  It repeated itself a couple of times before going silent.  About 5 
minutes later, the process started again with the siren and voice warning.  
This continued until the National Weather Service cancelled the alert, at which 
time I received an alert that the NWS cancelled said alert.  This is a very 
good free app.  It was later confirmed that we had an actual tornado.

I have not yet  experienced a government alert.
