Yes to both. Once you start syncing anything (contacts, calendars, reminders, 
Safari, etc) with iCloud, the data is backed up each time you change it and the 
app sycs. Full iCloud backups of your device happen when the device is 
connected to wifi and locked, but backups of iCloud-synced data go on all the 
time.

You can log into www.icloud.com and access the things you normally can on your 
phone, so long as you are backing them up. That site is not great with screen 
readers, but most of it is usable. However, all this data syncs to iCloud 
devices, not just the site. So, when I add contacts on my Mac, my phone has 
them as well, for instance. Or if you had an iPad as well, you could set up 
some calendar appointments on that and they would appear on your phone.
