Mike, One way you can tell if the microphone turns off is to do the following.
Make sure that the volume level is different for Siri and regular use. They each have their own level, so set them apart from each other. Now, locate and activate an edit field. Perform a two finger double tap to start dictation. Say something and then repeat the gesture to stop dictation. Now listen carefully to the speech volume. Which level is it at, Siri, or VO! If you want to force / turn off the mic, activate Siri and then dismiss it. You should notice that the volume returns to the VO level. It's not necessary to say anything to Siri when you activate and disable it.
