I just talked with a coworker who is an iOS app developer, and
according to him, the issue you reported is supposed to happen. He
said the reason why the 2 finger double tap does not stop the
recording is so you can add more onto the memo. So it appears as this
is supposed to happen. I don't agree with it and wish they had done
something else, but oh well. Perhaps sending feedback to Apple's
Accessibility team would change things for iOS 8.
