I think since Apple is using its own CDN to distribute iOS 8, there may be certain ares where people are having more issues with the download than others and this may be much different than with past releases. I finally got frustrated after a couple of days and connected to a VPN server and the download worked perfectly, even though I was unable to get it to complete using my home ISP. I am just postulating and have no information to substantiate this.
