Hi Billy, yes. you can. As long as you're signed into iCloud on your old phone, 
your contacts etc will be there when you sign in on your new one. Also, backing 
up to iCloud doesn't mean that any of your available 5GB will be used for apps. 
It's only used for data associated with your apps. So chances are the 5GB you 
have will be sufficient to perform a full backup. iCloud only keeps a record of 
your ownership of the apps and where they live on your phone, it doesn't back 
up your actual apps.
