A rare bug indeed! I guess its not worth my trying to reset all settings if it may not fix it. I guess what I'll do is continue to clear the Notification center with my vision and a magnifier. I'll write to apple accessibility as I realize this is not the optimal solution and not one a totally blind person could use.
As stated my phone was able to do this prior to iOS 8.1 which is when I updated my iPhone 5s.
