We (me and people cc'ed) are preparing Virtuoso for Debian packaging and are currently doing a licensing scan of all the files in the tarball using licensecheck.
So far, everything looks good, except:

Could you clarify their situation ? On cursory inspection, they lack proper copyright/license notices, either in header or in an accompanying file.

We are currently working on the 6.0.0 tarball but would target a first packaging release with version 6.0.1.
