Data Link Connection. It's the logical connection between two entities on the 
channel. A Datalink connection must be established before a reliable data 
exchange may be done.

It's what libpri (in a somewhat inappropriate way) calls "D-channel Up/Down".

Yes, if the channel is mute, you will see something like:

q931 visdn1.0:TEI[0]: DLC is disconnected, requesting connection
q931 visdn1.0:TEI[0]: DLC is awaiting connection: message queued
...
q931 visdn1.0:TEI[0]: DL-RELEASE-INDICATION

Otherwise you will see a DL-ESTABLISH-CONFIRM
