Without anyone responding on the other side (cable disconnected, deactivated layer 1, network failure, etc...). The first step in troubleshooting this kind of problem is looking at /sys/bus/pci/devices/0000:xx:yy.0/stX/l1_state, it will be F7 if the layer1 is active.
