Device files in /dev/ are quite fine.

Someone changed the wiki removing the "+", I've now reverted the change.

Did you test it with the text published on the wiki? It may have been

Enable "debug vgsm module call" to see what is the cause code returned from 
the network. It may be the same problem affecting the SMS sending.
