We're figured out this problem. As workaround we recommend you install
VisualSVN Server 2.0.1 instead of latest 2.0.2. You can download
VisualSVN Server 2.0.1 at:
http://www.visualsvn.com/files/VisualSVN-Server-2.0.1.msi

We're going to fix this problem soon.
