Thanks for your response. Unfortunately, It didn't work.
I ran *netstat, *but port 8443 was not occupied by anything else. I also,
tried to install VisualSVN on port 8080 and 81 but failed in the same way.
Once I open "Event Viewer" I see the Error messages (with exactly the same
date & time) as followings:
1) Unable to open logs
2) no listening sockets available, shutting down
3) make_sock: could not bind to address my_IP:8443
(OS10049) The requested address is not valid in its context.
