I see that VisualSVN Server attempts to setup TCP/IP listening
connection to your_IP:8443 but fails with an error. The error message
means that 'your_IP' network interface is disabled or unavailable.

* What is the IP address in the error?
* Run 'ipconfig' and see what's the actual IP address.
* What is the VisualSVN Server binding? Start VisualSVN Server Manager
| Action | Properties | Network.
