I do not know of a single place.  By the way 5.5.660 was released today and
you would do better to focus on that.  IIRC I've seen:

  * Charles Bailey's patch to handle $^X differently in system and qx.
  * Charles Lanes's patch for the build.
  * a discussion of iconv.h and how to modify subconfigure.com (no patch)
  * my patch (presumably in 5.5.660) that dealt with pods on unix && vms
    but did not help the build one whit.

A volunteer to help coordinate is very much appreciated.
