See the announcement here:

5.8.1 includes the bug fixes and enhancements that OpenVMS
Engineering performed on the hp-supported 5.6.1 kit (thanks to Scott
Lepage), as well as a host of other improvements. See
[.pod]perldelta.pod in the distribution.

There has been a voluminous increase in the number of regression
tests in the 5.8.x time frame: there are now over 75,000 tests. All
pass successfully with default configurations of recent release
candidates on OpenVMS Alpha 7.2 or later. OpenVMS VAX and older
versions of OpenVMS Alpha are likely to have a handful of test
failures, which generally just means that a small subset of features
are unavailable.

If the timing of prior releases is any indication, the latest OpenVMS
freeware CD probably went golden master yesterday :-(. But just in
case that hasn't happened yet, I've cc'd the folks who were working
on getting Perl included.
