More investigation shows that this problem only happens when 1. on the client side options "send clipboard changes to server" and "accept clipboard changes from server" are on, AND 2. on the server side, vncconfig is running and "accept clipboard from viewers" and "send clipboard to viewers" are on. It happens with viewer on Windows 2000 and Windows NT. I do not have XP box to test now.
