CISP sucks BIG TIME!  They started out fine and then started firing their staff wholesale and brought in a bunch of useless people.  The initial staff was made up of good people eager and willing to help, they replaced them with people who had none of that going for them.

I have seen this problem with all the wholesale networks that I have worked with.  Radius Accounting packets are not a priority to wholesalers.  They want you to have simultaneous logins and customers stuck in radius so they can charge you more.  I did some work for CISP, who is a large wholesale aggrator for UUNet, Sprint, Qwest and about a half a dozen others. They had to turn off simultaneous login checking and some other features of Steele belted radius because of these issues.  We figured out that we only got 1 out of 8 watchdog packets and 1 out of 15 Stop packets.
