After spending hours searching the Korean patent database, I am slowly coming to the conclusion that this is a disinformation site. First, the "patent nr." Patent No.10-2002006931 is actually missing a digit (supposed to be 7 digits following the year). Second, the other patent 10-20020026277 appears to relate to a "BASE STATION APPARATUS AND HANDOVER CONTROL METHOD". I have written to them, and asked for clarification.
