Harry-- It may be possible with proper design. It would seem to take a coherent system (entangled QM system) of electrons and various nuclei in which the electronic structure could be excited to an elevated energy state which would then be brought into resonance with a nucleus or several nucleus which would then transition to a metastable state or new nuclei will less stability (greater binding energy per nucleon) than the original coherent system of nuclei and electrons. (Einstein's assumed equivalence of the various types of energy would apply here.)
