Yes indeed. He explains his ratchet and pawl model in *The Feynman Lectures on Physics*, p 1-46-1 ff, and then extends this simplistic model, developed for freshman students at Cal Tech, to the "electrical rectifier."

Well, you can't buy a ZPE generator for the home at Sears. I don't expect one any time soon. Maybe some others on the list have differing opinions.
