Ah, that does make sense. I shouldn't have jumped to conclusions.When the Prius came out, many newspaper reports said it "gets energy from braking." Some people, such as one who wrote to the "Car Talk" advice column, got the notion that if you don't stop and start a Prius it runs out of energy and it may stop in the middle of a highway.
