I, too, thought that until I read even more carefully " . . . specialized systems necessary for the preparation . . ." Which means the machines to make the powder.

Do you mean, they might be making a distinction between "preparing" the powder and fabricating it from scratch?

I don't think so. I think this is a matter of English. I am pretty sure they mean they can make the stuff from scratch and Rossi showed them how.

As a practical matter, I can't imagine setting up a factory to makes these things without controlling the key component in-house.

I think it does mean they do know the sauce. Proactively.
