Don't bother. I followed the pointer provided by someone else to the full paper. Having browsed through it, I still see no reference to IRH. I suspect that when they talk about electron capture by the plates, they are referring to the electron simply entering the conduction band of the metal, and I'm not sure whether or not conduction band electrons should be considered "stuck".
