Whoops.... I think that's me!
I did some time testing for you.

First:
My configuration: A2500 68020/14MHz  1Meg Chip 4Meg Fast
120 MB Hardcard ECS Screen (no gfx card!)

Second:
Time measurements

starting V3 after the use of YAM (fragmented memory)
22 sec    for Beta requester
+60 sec  after hitting OK til opening of Window
+10 sec  to layout window contents (V295 documentation)

after a Reboot with only Miami, toolmanager, Screentab and HSMath in memory:
25 sec    Betarequester
+52 sec  Window
+8 sec    Layout finished

then: quitting V and restart (all the MUI mcc's in memory)
14 sec   Betarequester
+7 sec   Window
+8 sec   Layout finished

Conclusion:
the more memory you have the faster the startup can be. But much more impact
on loading speed is preloading of MUI mcc's. So if you have a lot of MUI
Programs loading at startup and sitting in memory this can vastly decrease
your loading speed! But it will increase (naturally) your boot/reboot time.

Another point: Recently I discovered that I used some old (and probably
outdated) MUI-mcc's and libraries after installing new ones and deleting the
settings of the old ones the speed of V increased a lot. Also the stability
gained vastly. (For the first time I was able to quit V by hitting the close
gadget)
