John, you are both right and wrong.

Voyager already does what you want, just not the way you are doing it :-(

As you say, when clicking with the mouse in the scrollbar, you can miss the other half 
of the last line from the previous page. But... if you use the PageUp and PageDown 
keys (numbers 9 and 3 on the numeric keypad) the line will be displayed almost fully. 
What I mean is: previously, if the last line of a page was cut in half and you clicked 
with the mouse, it would scroll so that only a tiny bit of that line appeared on the 
next page. Doing it with the keys would show almost all of that line again when you 
get to the next page. Hope this is what you want!

BTW, I only realised these keys were implemented in Voyager by pure fluke. When I 
first got my Amiga (10 years ago), I tried these PC-like keys, and no programs 
supported them. I assumed they were there just like the PrintScreen key, which exists, 
but is never used on Amiga programs. I therefore never tried these keys (apart from as 
numeric ones) again, thinking that they just don't work. It seems they now work in 
most programs, Wordworth included.
