Even (!) with Cable/xDSL etc. you are at the mercy of the
server/backbone/routers/etc.(possibly it's dedicated line went down and it's
relying on a 56k dialup!) Sooo, rather than sitting there looking at a
blank page and wondering if the machine went down or anything is coming in
at all (progress bar or not, those things are notorious for showing
imaginary activity) I would much rather see some placeholders and text come
in, and then the larger parts of the page load. What if there are a couple
of broken links on the page holding the whole works up? How would you know?
Some browsers do work this way, and I don't like it at all, feels like I'm
blindfolded.

I'm mostly just curious about whether you think this web browser setting
might introduce a few problems when browsing in a not so ideal real world
internet.
This is a concept that is becoming more and more prevelant, especially being
pushed by MS and some others. Show the user as little as possible of what
is going on, make as many "lowest common denominator" settings as you can
get away with (so what if the user has to buy faster equipment?) and leave
things in a state so that when something does go wrong, the only real
solution is an un/re install.

Trying to be careful what I ask for... ;)
