[voyager] Why not ?

I'm sick of watching web pages come in bit by bit, showing all the works
and empty squares for images and mess.   It looks totally unprofessional.

If you go for a meal in a restaurant, you don't want to watch the pig
being slaughtered.

Why don't we just get a progress bar as the page is loaded and laid out,
and then a clean wipe (like a Scala wipe) to the new page?  Or if a
progress bar is impossible, just the messages we see now at the bottom.
