Yes, I am sure you are doing something wrong. I have never had problems
using CM with V.

When I moved from VNG to V� I simply imported the VNG bookmarks in V�/CM
and since then it have worked flawlessly and much better than the VNG
bookmark system.

However, I don't know how to help you.

In ENV:Vapor you need to have a CManager_path variable with the path
to CManager. As far as I know, the bookmark system in Voyager will not
work without it. My ENV:Vapor/CManager_path variable has the following
content:

   Tools:INet-Tools/CManager/CManager
