As stated in my previous answer, following your idea I made such a
directory and put the Default.data from V33 in it. But prudently I
put it also in the directory of CM.
It was OK.
I then delete the Root directory I made and it was also ok ...
No comment. I don't understand.

I'm using Miami and don't need the root directory.

I have now a Default.data file in CM drawer with the Bookmarks of V,
the profiles from AmFTP and some add from MDII.
I just can't get StFax and Yam address files.
Not so bad after all, I had only AmFTP profiles before ;))
I come very close to your point of view about old configuration
files/envar lying here and there and interfering with new
installations.
