How about 2 parallel versions?

A developers version that has all the latest features but is not 
necessarily considered stable or backwards compatible and a stable 
version that doesn't implement new features, but does implement bug 
fixes to existing features.

The Linux kernel has been developed successfully in this manner for a 
few years now.
