Its fine as it is, the text that is already included in the LICENSE file satisfies the attribution requirements. Requiring text in the NOTICE file is only for very particular purposes so is not normally required, this was clarified in LEGAL-62 and the legal-discuss@ discussion around that JIRA.
The DBLP README you point to also is clear about what they want - "a simple note refering to DBLP and/or a link back to DBLP's website is sufficient" Which is exactly what the VXQuery LICENSE file has.
