Thanks to James and Robert for their advice on my 'static icons' problems. I created a new user account and all was fine, rebooted back to original user and again all fine. So I wait to see if it reappears but so far so good. Thanks again to you both.

Hi Jon,

I have not idea what might be causing your problem, but it (both
Finder and Photoshop) sounds specifically like a "drag and drop"
handling issue. In addition to trying any general tactics (e.g.,
repairing permissions -- just a thought), perhaps you can do a web
search for issues with drag and drop (incl. Apple Support). Also note
whether you have installed or upgraded any system utilities lately.
