Optus branded stores will typically do pre-paid phones without farting you around and they even did a couple on the first batch to come through when I was waiting at the shop.

Places that have stock though? That's going to be a little bit harder with most Optus stores having 2-4 week waiting times on most models. It seems the people with stock left will want to extract as much as they can out of the existing stock that they have. I wouldn't be suprised if they were turning down $19 cap buyers as well.
