Once you are connected and have your Skype window open, there are a couple of little icons on the bottom, one of which is a little grey video icon. You have to click on that to have video.

I can see him and a small window of myself.  He can't see me.
In Skype preferences in Video I have camera set to Built in iSight, Enable Skype Video is ticked, Start my video automatically is ticked, Anyone who I allow to call me is selected, People in my Contact list is selected.
Have I overlooked something?
