I'm not sure I follow you here?

The iPhone syncs your iCal from your computer, if it has Monday as the start of 
the week, so will the iPhone.
You can change the 'Start Week on: Sunday,  in iCal Preferences.

iCal > Preferences > General  - "Start week on: Sunday
