Hi Michael,

Apple never forces you to install an update.

I'm not too sure if the iOS 8.4 update downloads into storage on the iPhone.
You could try to delete the iOS 8.4 update (if it shows in storage)

1. Go to Settings > General > Usage - click on 'Manage Storage' - let the list 
populate
2. Select "iOS 8.4" 
3. Tap Delete Update, and Tap Delete Update again to Confirm

It shouldn't auto-download unless you decide to do so by going in the software 
update option.
