Walter I’m not talking about the name on the card and the name in iCloud payments.
I’m talking about when Wallet scans the card. In Settings> Wallet and Apple Pay, I tapped Add Card Next Info screen, tap continue Add card - scan. iPhone recognizes text and moves to next screen named 'Card Details, verify your card information' It came up with the number that it read and my name. It was THAT name that was incorrect, not sure where it found it (maybe iCloud payments as you reference it) I edited it on this screen and then progressed by clicking Next. If I hadn’t I expect it would have been rejected as you describe. I hope this is useful.
