DOWN, NOT OUT: Now that George W. Bush has been declared the winner of
   the presidential election, talk is turning to what opponent Al Gore
   will do next. Some say he ruined his chances by resorting to court
   challenges. Even leading Democrats think he'll have a hard time making
   a comeback. "It will be an uphill battle for him to get the nomination
   again," said Sen. Joseph R. Biden Jr. "Politics is not like horse
   shoes: you don't get a prize for second place," agrees New Jersey
   Democratic Party Chairman Tom Giblin. "It's going to be very difficult
   for Al Gore to come back. (New York Times) ...Bush is ready to help: he
   has named Gore to a come-back position as the Ambassador to Chad.
